Biography

Mr. Sean Osner has extensive experience in peacekeeping operations, humanitarian efforts and
in leading strategic development initiatives across the Middle East, West Africa and the
Caribbean. His expertise in analyzing local and regional socio-political and economic dynamics
has helped informed policy decisions, ensuring alignment with operational realities. Through
diplomatic engagement and policy recommendations,
Mr. Osner has played a vital role in addressing emerging security challenges and advancing
stability and peace in the Middle East. As an international development professional, he has
recently served as the Deputy Director of the USAID’s Office for Donor Coordination as well as in
numerous posts including the Chief of the Civilian Observers with the Multinational Forces and
Observers in Sinai, Egypt. He served as the Director of the Program Resource Management
Office in USAID/Mali and as the Director of the Democracy, Human Rights and Governance
Office in USAID/Jordan. He also served as USAID’s Representative for Niger from January 2013-
2015.
Prior to working with the United States Agency of International Development (USAID) Mr.
Osner worked with the United Nations Volunteer Program in Egypt and was the UN Volunteers
coordinator in Jordan and Lebanon. Mr. Osner's additional experience includes service in the
US Army's 7 th Infantry Division, Ft. Ord California, and at the West Point Preparatory School, Ft.
Monmouth, New Jersey.  He speaks Arabic and French fluently and has working proficiency in
Spanish, Italian, Bambara and Hebrew. Sean enjoys personal fitness, is an avid Freediver as well
as is a PADI qualified Assistant Dive Instructor.
