Sean J. Osner
CEO, Chief Executive Officer
has extensive experience in peacekeeping operations, humanitarian efforts, and in leading strategic development initiatives across the Middle East, West Africa, and the Caribbean. His expertise in analyzing local and regional socio-political and economic dynamics has helped inform policy decisions, ensuring alignment with operational realities. Through diplomatic engagement and policy recommendations, Mr. Osner has played a vital role in addressing emerging security challenges and advancing stability and peace in the Middle East.
As an international development professional, he has recently served as the Deputy Director of USAID’s Office for Donor Coordination as well as in numerous posts including Chief of the Civilian Observers with the Multinational Forces and Observers in Sinai, Egypt. He served as the Director of the Program Resource Management Office in USAID/Mali and as the Director of the Democracy, Human Rights, and Governance Office in USAID/Jordan. He also served as USAID’s Representative for Niger from January 2013 to 2015. Prior to working with the United States Agency for International Development (USAID), Mr. Osner worked with the United Nations Volunteer Program in Egypt and was the UN Volunteers Coordinator in Jordan and Lebanon.

Mr. Osner’s additional experience includes service in the U.S. Army’s 7th Infantry Division, Ft. Ord, California, and at the West Point Preparatory School, Ft. Monmouth, New Jersey. He speaks Arabic and French fluently and has working proficiency in Spanish, Italian, Bambara, and Hebrew. Sean enjoys personal fitness, is an avid freediver, and is a PADI-qualified Assistant Dive Instructor.

Hassan Baroudy
COO, Chief Operations Officer
is an accomplished 28-year career senior management executive, providing strategic leadership and operational guidance in complex, conflict, and post-conflict regions across Africa, the Middle East, and Asia. He is a recognized strategic thinker, known for articulating innovative ideas and serving as a positive role model. His expertise includes stabilization and transition programming, monitoring and evaluation, agile management, and civil society strengthening.
Throughout his career, Mr. Baroudy has successfully managed significant international development initiatives for major donors, particularly the U.S. Government. He held key executive roles, including Senior Technical Director/Chief of Party at Tetra Tech/MSI, Senior Director at IBTCI, and Director of Governance at Blumont, leading high-profile, multi-million-dollar programs. He guided and mentored multidisciplinary teams, employed a servant leadership approach, and served as a thought leader to reinforce his organizations’ positions as industry leaders.
Mr. Baroudy’s functional expertise includes new business development, donor coordination, and strategic planning. His extensive experience spans conflict zones such as West Bank & Gaza, Pakistan, Afghanistan, Iraq, Syria, and Yemen. He holds a Master of Arts in International Relations and Economics from Johns Hopkins University and a Bachelor of Arts in International Studies from Towson University.

Hesham Al-Naggar
Chief of Business Development, Middle East

is a senior international development and partnerships professional with over two decades of experience managing complex, multi-million-dollar programmes in some of the world’s most challenging crisis and post-conflict environments. His career with UN organizations including UNDP, IFAD, UN-HABITAT, and UNRWA has equipped him with deep expertise in programme management, aid effectiveness, strategic coordination, and operational leadership. He has consistently demonstrated an ability to navigate high-stakes settings across the Middle East—from Syria, Libya, and Iraq to Yemen and Gaza—driving sustainable development and effective humanitarian response.

Throughout his career, Hesham has built a proven track record of delivering tangible results. His core strengths lie in designing robust M&E and compliance frameworks, fostering multi-stakeholder partnerships with governments and donors, and strengthening institutional capacities. He is particularly adept at providing strategic advisory services to senior leadership, ensuring adaptive programming and flawless financial accountability, evidenced by a history of zero-audit findings across multi-million-dollar portfolios.

Kevin Fox

Senior Director, Environmental Security & Market-based Development 

has over 25 years of experience leading complex, multi-million-dollar projects and programs across 21 countries in Latin America, the Caribbean, Sub-Saharan Africa, and the Middle East. He brings deep expertise in private sector development, community-based natural resource management, institutional strengthening, and peacebuilding. Known for his adaptive leadership, Kevin excels at forging transformative partnerships among governments, the private sector, NGOs, and local communities. His core strengths include strategic program design, public-private partnership development, and aligning policy with operational realities to deliver market-based, scalable solutions.

As a USAID Foreign Service Officer, Kevin designed and managed economic and environmental portfolios exceeding $250 million in value while mobilizing more than $100 million in private capital. In Jamaica, he modernized tax administration systems, increasing efficiency, transparency, and domestic revenue generation by over $500 million. In the Democratic Republic of the Congo, he advanced agricultural development, power sector reform, and responsible mineral trade, including achieving the first export of ethical, conflict-free gold to the United States. In Zimbabwe, he managed food security and wildlife conservation programs and led development of the guiding framework for the END Wildlife Trafficking Act. In South America, he led the USAID Amazon Regional Environment Program, implementing biodiversity conservation and counter-environmental crime initiatives across eight countries.
Beyond his international work, Kevin serves as chief executive of a community-centered land trust in New England, where he provides strategic leadership in land protection, trail stewardship, and outdoor education. He is also a published writer and thought contributor focused on conservation, locally led development, and global-local connectivity. He holds a Master’s in International Business from the University of Florida.
